Interim Program Manager
Reports to: Executive Director
Job Description:
The Program Manager Interim opportunity at OSCIL plays a crucial role in empowering individuals with disabilities to achieve independence. This position involves overseeing and managing our Home Access and Youth program, requiring a combination of project management, consumer relations, and advocacy skills to ensure effective service delivery and program expansion.
Duties/Responsibilities:

Program Development and Management:

Develop, implement, and oversee designated programs within OSCIL, ensuring alignment with organizational goals and objectives.

Ensure programs align with the center's mission and goals, fostering independence and accessibility, and remain in compliance with grant regulations.

Other duties as assigned by the Executive Director.

Manage Consumer Case Load:
-
Allocate consumer referrals among staff, ensuring balanced workloads and effective service delivery.

Supervise staff in conducting intake assessments, developing service plans, approving financial documents, and monitoring consumer progress.

Provide guidance and support to staff in handling complex cases and resolving consumer issues.

Conduct regular meetings to review case statuses, provide feedback, and ensure compliance with organizational standards.

Track process and enter appropriate data into CIL suite management information system.

Program Promotion and Outreach:

Collaborate with staff to promote OSCIL’s programs, organizing and participating in outreach activities to enhance community engagement and awareness.

Schedule and participate in community events, workshops, and presentations to expand program reach.

Build and maintain relationships with community partners, contractors, and vendors to expand service offerings and resources.
Team Leadership to Independent Living Coordinators:

Provide leadership, direction, and support to a team of Independent Living Coordinators responsible.

Foster a collaborative and supportive team environment that promotes professional growth, teamwork, and effective communication.

Conduct regular team meetings, provide feedback, and facilitate professional development opportunities for Independent Living Coordinators.
Program Reporting:

Prepare monthly and quarterly program reports to monitor program performance against established goals.

Update the Program Performance Report (PPR) annually to provide insights into program effectiveness and outcomes
Financial Oversight and Resource Management:

Manage budgets and financial resources for programs, ensuring cost-effectiveness and financial compliance.

Collaborate with the finance director to ensure that budgets and the fiscal requirements of grants are met.
Professional Development and Compliance:

Stay informed about industry trends, best practices, and regulatory changes related to disability services and independent living.

Participate in training sessions, workshops, and professional development opportunities to enhance skills and knowledge.
Education/Qualifications:
-
Bachelor’s degree in social work, Rehabilitation Services, Public Administration, or related field.

Proven experience in program development, management, and supervision within disability services or related fields.

Strong understanding of disability rights, accessibility issues, and independent living principles.

Excellent communication, organizational, and leadership skills.

Ability to collaborate effectively with diverse stakeholders including staff, consumers, community partners, and vendors.

Possess knowledge of available assistive technology devices and home modifications available to persons with disabilities.

Proficiency in using management information systems for tracking and reporting purposes.

Salary range:
$35 per hour, based on experience and qualifications

Independent Living Coordinator
Reports to: Home Access Program Manager
Job Description:
The Certified Occupational Therapy Assistant (COTA)/Independent Living (IL) Coordinator will assist individuals with disabilities by enhancing their quality of life through access to Independent Living services. Independent living coordinators provide support to individuals by reducing barriers to independence by acquisition of appropriate assistive devices, technologies, and home modifications.
Duties/Responsibilities:

Conduct comprehensive assessments to identify the independent living (IL) needs of individuals with disabilities, establishing priorities for goal achievement and service provision.

Conduct home assessments, including physical measurements, to evaluate the individual’s living environment and identify modifications to increase accessibility and safety.

Evaluate Fee-for-Service (FFS) consumers referred by insurance companies to determine eligibility and needs for assistive devices and home modifications.

Conduct research to identify the most cost-effective assistive technology products and solutions that increase access and independence for consumers.

Collaborate with vendors and insurance companies to ensure that recommended equipment is covered under the consumer’s insurance plan.

Ensure effective coordination and communication between all stakeholders to facilitate the timely provision of recommended equipment.

Participate as an active member of an interdisciplinary team, working collaboratively to identify and address barriers to independence for individuals with disabilities.

Perform any additional tasks or responsibilities as needed or directed by management.
Education/Qualifications:

Current certification as an Occupational Therapy Assistant (COTA)

In-depth understanding of assistive technology devices and home modifications available to individuals with disabilities

Strong organizational skills with the ability to manage time effectively and coordinate multiple tasks and schedules

A valid driver’s license and access to a reliable vehicle for conducting home visits
-
Proven experience in addressing the needs of individuals with disabilities, access to necessary services and fostering independence

Solid knowledge of the barriers faced by individuals with disabilities both within their homes and in their community

Exceptional written and verbal communication skills, with the ability to accurately document and convey consumer needs and challenges

Ability to work independently, set priorities, and manage tasks to meet deadlines effectively

Proficiency in Microsoft Office Suite (Word, Excel, Outlook), with a general aptitude for using software and technology in a professional setting

Strong interpersonal skills with the ability to develop and maintain professional relationships with colleagues, insurance providers, and vendors

Capacity to advocate for consumers and educate community members, professionals and stakeholders on the variety of services that OSCIL provides to fulfill the mission of Independent Living
